Set your own break-even price
Use performance divided by delivered price for a matched benchmark. If card A delivers 95% of card B’s performance in your chosen test, A must cost no more than 95% of B to match its cost per frame. Repeat this calculation for native rendering and ray tracing separately; a blended score can conceal the setting you actually use.
Do not turn 20 W into a large electricity claim

At an assumed C$0.10/kWh, that is C$2.92. Your actual load and tariff will differ. A required PSU replacement or an application compatibility problem can matter far more to the purchase.
Choose a card that can finish the task
For a gaming-only build, the lower delivered cost can be compelling if the desired visual settings perform adequately. For a required CUDA application, verify an actual supported AMD path before treating the Radeon as equivalent.
